The answer might be to allow anyone to vote as long as they are a net contributor to the federal budget. This would eliminate those on welfare, those who exempt out of taxes due to low income, and those who work for the federal government (this happens to include me).

By only allowing net taxpayers to vote, the electorate would no longer be able to vote itself the largesse of the nation, and would tend to want to decrease the expenditures of the federal government in order to decrease their own taxes.

Problem was that pesky civil war.

In order to break slavery once and for all, they passed three amendments to the constitution. The 14th guarantees equal rights and protection under the Constitution. The 15th gives every man the right to vote.
