Well, yeah, in a way; but the diagram doesn't include enough information to solve for the distance between the circles or to derive any information from the ambiguity of tangents a & b.
All is not lost, however.
If the math gets in the way, choose Answer (d): bubblebutt.
Next week, fluid dynamics:
how to solve for the natural frequency of a slapped cheek.

As an historian, I would examine multiple examples, past and present, to determine trends and relate them to possible future actions. The example presented herein, while magnificant, is not sufficient to develop a proper thesis.

I request that additional samples be submitted so that I and the rest of the Barn Army may examine the data in more detail. This may require extensive "hands-on" research.

DougM, I see the solution for what's between the two circles... the answer is Pi.

I've done the math.

Not this particular equation, but one very much like it.

As a matter of fact, I've been doing one particular equation for over 29 years, and I never tire of it.

Newton invented calculus to determine the orbits of the planets....or so it is written. I'm thinking he had something else to inspire his examination of heavenly bodies.
