Roger, Ed Morrissey over at HotAir has a good analysis of this report. He pretty much calls it muy bogus as there is no data on what votes were considered for the ranking and it's from 2007. The Pooles's Report (never heard of it but Morrissey seems to trust it) ranks him number 24, south of even Lindsay Graham.
