I wonder if there is a law that says votes must be held in the state capitol. What would happen if the Dems were located, and the Republicans bused there, even if it's in Illinois. As they arrive, a quorum is declared, the vote taken and recorded, and the Republicans can then be on their way with the law passed.

Better yet, what if one of the Republicans just switched parties and then they held the vote?

Forging or misusing a medical document (anything with an MD's or hospital's letterhead is considered to be one) used to be a criminal offense here. I managed to fire a piece of union deadwood thirty years ago for that reason. I and others who had tried for years couldn't get rid of her for absenteeism and incompetence between her own playing the rules to the limit, the race card and a strong union, but threat of prosecution for "misusing or forging a substantial document" sent her out the door.

First law to pass. If all members of a party are absent, in a declared or undeclared protest, A "work stoppage" is declared and all members of that party forfeit their remaining salary for that year.
If a second stoppage occurs they are declared to have resigned.

My bill:
Any member not present for regular business for three consecutive days shall be deemed to have resigned or become incapacitated. The Governor shall appoint a replacement for the remainder of that absentee's term.
Any member intentionally absenting themselves for any length of time in order to pervert the regular order of business, shall be indicted for the treason of denying the right of every citizen to representation.
That member shall be tried by a judge and jury randomly selected from the voting rolls of the betrayed district. If found not-guilty, the defendant may be re-tried until found guilty. Of course, the defendant shall be tried in absentia.
A plebiscite shall be held to determine the sentence and manner of execution. In order to avoid extreme cruelty, no wild animals, dismemberment, or fire may be employed until after the executed is declared more-or-less unconscious. - 2/21/11, 6:59 PM

They could pass NH/AK/VT style carry.
They could make employee unions unlawful, and attach a 5 year criminal penalty for being a member. This would invalidate ALL contracts, since you cannot contract to perform a criminal act.
They could broaden the definition of an empty state congress seat, and then fill that seat in the same day.

Wisconsin is one of the few states without concealed carry laws. How's about we go from zero to Constitutional Carry (a la Vermont, Alaska and Arizona) in one fell swoop?
