First thing to do after giving up the keys is ask for the keys tothe councilmember's houses - or change the locks on the doors.

LOL, this is sooooo incredibly redonkulous. Professionally, I had a brush with key control at multiple sites with computer controlled access boxes, which cost a couple grand each, and hundreds of users with varying levels of access. This is the very definition of a hairball, and if one of those council shitheads had even an inkling of what this involved... they would not have done it. That's why firemen have axes. Doors are cheap.
