I'm getting the feeling that Time Warner is playing grabass with the high speed (Roadrunner) service. I think they have cut down on the power and are probably priming us up for a NEWER! BETTER! FASTER! (more costly) Hi-Speed.......
Only TIME will tell.

Just realized that I should clarify the above....
Some things of course (C&S--KISP) are better than ever and keep improving all the time, but using the internet in general is sometimes iffy.That's the reason that I think the server of access has a hand in it.These days when I watch a movie I have to refress it and some simple videos won't make it through or they will stop along the way.More times than not I can't back up from a site or two. There are lots of sluggish times nowadays.It's not the computer as the one I use now has at least three times the power of my previous one......
I don't expect things to get better... I think the heyday is over.

The TelCo's and the CableCo's have sold the same 100Mb pipe over and over again. Now that people are actually using the pipe at its fullest, they are finding out that the speeds 'sold' have absolutely no guarantee of service. They can sell you and charge you for high rate, but have no responsibility to provide it.
If your speed seems to slow down between 6pm and 12am, likely your leg of the circuit is oversubscribed. That means more monthly income for the Co, using the same conduit as before.
The only solution is to complain complain complain. You might get some respite. Or not.
If you really have a problem, get a speed check from DSLreports.com, and keep a record. Call your account service rep, and ask for a refund based on the DSLreport report card. The only way there will be investment in the last mile will be if people complain. The state PUC may possibly listen to complaints also.
