I spent four horrendous years commuting into The District and was finally forced (by a breakdown in health resulting therefrom) to retire and seek a far lower paying job close to home!
DC is easy to fix. Have congress appoint a board of governors, and dissolve the current city council and fire the mayor.
Give them this mandate: keep order, make the city work, drive off the homeless, provide no housing for section 8, and forbid city employee unions.
If you aren't working in DC, a tourist, or a peaceful protester, you do not belong there.

My two option plan based on my experiences during some years of commuting from Alexandria, Virginia to downtown DC:
1. Start walking. You will move faster than traffic until ~15 miles out from city center.
2. Put head between legs and kiss your ass goodbye.
No charge.

Put Governors-commanded National Guard troops on the beltway and the VA shore of the Potomac.
Orders: keep DC from evacuating into (i.e. infecting and leeching off'a) the civilized part of the US.

I'm not ready to give up local government. DC however, is a federal reservation.
