In the same article, they mention his desire to disband the DoE, expand drilling, and start building nuclear power plants again.
As for the SF stuff, I think he was just explaining that for every luddite environmentalist problem, there is a possible technical solution.
( H2 engines ... not needed. If you produce H2 with waste energy from nuclear plants, you use the Sabatier process to convert it and CO2 into Methane, which is easy to use ( home heating, or burning in automobiles ) and store. ) -

Way I see it, the Bolton Question is a better litmus test for Repub candidates than the stupid abortion one.
"Will you appoint John Bolton as SesState?"
