A common practice in Dem machine locations is to log all the obits for a week or two before the election. It takes grieving families longer than that to notify registrars and do other official paperwork like SS, etc..
In the meantime, the zombies vote.
As far as I'm concerned, voter ID should be something like evidence chain of custody; the little old lady at the poll personally knows someone who vouches for someone who affirms he knows you. And a photo ID. Break the chain, no vote.

I had to sign my voter registration for, it ain't rocket science to put a copy on the voter sign-in sheet next to my name...
On a slightly different topic, in '06, L.A. County had what I consider to be the *best* voting machines - voters got a ballot, and slid it into a holder. They used a special pen to ink the dot next to the person/proposition they were voting for. They gave it to a worker, who ran it thru a programmed scanner - if they had marked something twice, or not at all, the ballot would kick out, and they had an opportunity for a 'do-over'.
The machines could do a running tally and report back to Downey, but that hadn't been implemented yet. For that election, ballots were still checked by hand - beauty of the thing is, there's a paper trail.
