Call Me Tex

Getting a Concealed Handgun License in Texas WTF?

Res Ipsa Loquitor

I like Texas. Nice people, good state. But one thing that continues to puzzle me is why Texas handgun carry laws are so, well, pathetic. Here is a summary of the requirements for getting a concealed handgun permit: (IANAL so don't take this as legal advice):

Fee: $140 for 5 yrs. Training: In person, at least 4-6 hours, with shooting exam, by TX certified instructor. Fingerprints: required. Photo: required. Open carry: prohibited.

Let's contrast that with some "liberal" states:

  • Pennsylvania: Fee: $19 Training: Not required. Fingerprints: None required. Photo: Passport photo required in some places. Open carry: legal, except you'll be harassed in Philly.
  • Vermont: No permit required to carry openly or concealed.
  • Wisconsin: Fee: $40 Training: Required, but can be obtained for free. Fingerprints: None required. Photo: Not required. Open carry: legal.
  • So what's with Texas? Its laws for carry of firearms are becoming more comparable with those of Illinois. And it's not an idle question for those of us in VA, since the nonresident permit issued by VA is being used as an alternative to the TX resident permit.  [Free Republic Post]

I know that Texas has some swollen lymph nodes that might be cancer (like Austin and San Antonio),  but still, this is way counter-intuitive for me.   I mean, WTFF?  Here's the  link to the Texas CHL site.   Sheesh.

In PA, permits are issued county-by-county. If I remember correctly, York County does a background check. I had mine in 2 days. I now have essentially a second photo ID, altho I haven't tried to use it as such.

Vermont 98% white 1% Obama's kids
Pennsylvania 83% white 11% Obama's kids
Wisconsin 88% white 6% Obama's kids
Texas <50% white the rest Obama's kids, Mexicans, Eastern Indians and Red Chinese.

In Texas they try and make sure you know which end of the gun the bullet comes out of before they let you carry one around. We do it for the chilluns.

#4. Not be chemically dependent.
#5. Not be of unsound mind.

Those two alone are wide open to interpretations of the worst kind. Chemically dependent could mean heart medications, anti-depressants, etc.
Not to mention being Conservative or Christian could qualify as unsound mind. Yeah, I know. But. More stupid shite than that is already taking place in AmeriKa.

But TEXAS? Heck, you need a gun just to keep up with the illegal criminals plaguing the state. Drive through SA and see all the billboards warning of sex trade kidnappings.

In CO we paid $290@ plus ammo for CCW class (NRA guidelines), $159@ for county and CBI background check fees, finger prints, photo ID and photo ID CCW card good for five years. It took about two months to receive cards that used to process in 2-4 wks. My fingerprints weren't so readable and got sent to the FBI for verification which took an additional two weeks.

Open carry is legal w/o permit but private businesses can refuse entrance if they see it, which, I don't mind because any yahoo can wear a gun but not be able to control it if someone wants to take it off of them and commit a convenient crime.

We both carry 9mm's concealed. My 9 in purse, my 380 in concealed holster. This is a gun state and those politicians who voted to change that have experienced the wrath of voters. Besides, just like CA, Dem's here gerrymandered voting districts in this last election that had them winning so big. #$%&@

A young man that works with me keeps a loaded 30-30 next to him in his pickup. It's legal, he turns it over to guards while he's in industrial facilities and he can hit you on the run at 30 yards.

I love Texas.

Don't get me started. I can kinda-sorta see why we don't have open carry (HAQ*), but the CHL is REALLY burdensome. Sadly, it was the only way to overcome the initial Democrat/big-city resistance was to have all those restrictions added. Remember, unlike the popular perception, Texas is an URBAN state, not a rural one, so the "urban elites" have almost as much say in this kind of thing as New York and Chicago have in their respective states. We're rolling back the worst parts of it, but remember too that unlike other states, our legislature only meets every other year, so it'll take a while to complete the process.

We persist, however.

It's probably 100 yards and he's just being modest.

Holy Toledo! I really should be a little more respectful toward the women around here! It's something that's been on my calendar but I think I'll move it up a bit. Yikes!

I'd probably be considered "chemically dependent" because of the meds I take so I'm not "of unsound mind."

Sigh.

PA doesn't seem to care...

I know. I just didn't want you guys to think Texas is gay or something. Nuck, nuck...nuck. Plus I'm bored. My only invite tonight was to an open air concert (it's 92F and 99H right now)at one of the Glen Webb developments. That's one of them 55+ places. Oh, dear.

Plus I've had too many beers and can't drive. I meant to say Del Webb. Sorry.

Alabama: issued by county. $20, renewed annually. No test or training required. All I have to do is pass a NICS check.

Well as the man says we keep chipping away at the more onerous aspects of the CHL in Texas. Got a reduced rate for senior citizens. Gun crime didn't explode like the carpet baggers said it would. On top of that Police Officers started getting them since if you have one you don't have to wait for the NCIS check when you purchase a handgun, were as with just a LEO license you still had to wait for an NCIS check to clear. Texas DOT likes them since they are a money maker. They are getting sold that the cheaper it is the more people apply and the revenue stream will increase. Some of the police officers embarrassed themselves and had to retake shooting portion later. Apparently some of smaller departments once a year qualifier wasn't keeping some of them up to snuff.

Try to get one in Ma, you pay for a class. Pay the state 100 dollars. Wait for months and they may or may not issue you one. That is for you even to possess a fire arm let alone carry one.

Indiana $130 for a lifetime license, no training requirement, open or concealed carry, signs have no force of law, shall issue.

In the way back when years, over 20 years ago, every other year the TX legislature would meet and pass a carry bill and they our gov. Big Hair Ann Richards would veto it. We elected W gov and the first time around he signed it and we got what we got and we were glad to get it at the time.

When I took the CHL classes years ago I was amazed that the participants in the Dallas area reflected the population, lots of ethnic mix and lots of women folk. We were all told, for hours, the consequences of using our gun and how to exercise good good judgement including how to communicate with LEO after the fact.

Currently we can carry pistols in our vehicles loaded and close by but out of sight and long guns loaded and ready to use. We can also carry our pistols in and out of our residence, even apartments, etc. No CHL needed for that, just 21 years old and not a felon, etc.

Things are not perfect but they are better than they used to be and it seems as if our Texas law makers keep on making gun laws better rather than worse but we can never assume that they will continue to do the right thing, we have to be informed and vote.

Concealed carry? Open carry? What are those things?

In NJ, just be glad the state allows you to own any kind of gun at all.

Use of hollowpoint bullets here is illegal. Possession of any kind of ammunition that you don't have a registered firearm for is illegal. Magazines with more than 10 rounds capacity are illegal. Pretty sure that buying ammo mailorder is now illegal, etc, etc.
