Just wait until your nice new neighbors escalate from one car in the driveway and Daddy and Momma with two kids (they're so cute) in the house to parking six cars plus four trucks with lawn care trailers next door all over the lawn, because there's room for just two vehicles in the driveway. Once they get going good, there will be eight guys with 3 more cars sleeping in the garage, and four more guys sleeping in the garden shed.
Then will you report them?

Better version: "Would you anonymously report illegal aliens living next door?"
Far too many people fear a backlash, given the obvious government bias/history of vengance/general insecurity of data.
This is why we still need un-surveiled pay phones that take coins.
