I recently found out that Costco's refills Ink Cartridges {not all locations}. It's done through the Photo Department.

Tim, you may think you beat them but your new printer probably has a "starter" cartridge that's about 30% capacity of a refill.

It reminds me of heroin; except heroin doesn't make you apprehensive, when you just know you'll finish that last minute printing job, and the printer runs out of ink...no, it's after nine and Office Depot is closed.
