Yes, Comey said that after a review of all the new 650,000 e-mails they recently received, the guidance to not prosecute still stands.

However, this applies to the Clinton e-mail issue. It is not believed to apply to the Clinton Crime Foundation investigations, not anything new and different also discovered recently.

One might ask what Comey actually means by his statement, and here he may be playing for time. His new letter doesn't cast anything in legal concrete. He knows that as long as Obama and Lynch are in their positions, he cannot move on the case. However, Obama and Lynch will only be in office two and a half more months, after which Comey can come down with a ton of legal hardship to drop on the Clintons, so long as Attila The Hen isn't elected.

And if Obama firs Comey, which I believe he can, others in the FBI will have access to the entire case and will loose the dogs of war. At that point Obama will potentially be in the middle of a RICO action such as we've never seen.

Obama's best bet now is to grant the Clintons presidential pardons. Of course, he may leave out Holder and himself, which would leave President Trump with an interesting option. Mexico has said it wants to prosecute every one who headed Fast and Furious. President Trump would be able to have Mexico extradite Obama, Holder, and the rest of the Fast and Furious gang for prosecution.
