Will the rest of Congress back him up?

The Holman Rule allows the House of Representatives to offer amendments to appropriations legislation that reduces the salary of a specific federal employee. The rule was created in 1876 but rescinded in 1983. The 115th Congress reinstated the rule hoping to trim the federal bureaucracy of bad actors. It looks like the perfect candidate for the Holman Rule has arrived.



Rep. Paul Gosar (R-Ariz.) has introduced Amendment #40 to H.R. 5895, Energy and Water Development and Related Agencies Appropriations Act, 2019. 

The amendment is asking to reduce the salary of the Administrator of the Western Area Power Administration (WAPA), Mark Gabriel, to $1.

Since it is almost impossible to fire a government bureaucrat Congress is left with one option, the Holman Rule, and Mr. Gabriel has done more than enough to earn his $1 salary.

ABC15 Phoenix, Arizona conducted an investigation and found millions in fraudulent spending, with David Biscobing reporting, “Credit card statements and receipts obtained by ABC15 highlight the high-dollar and extremely questionable purchases: An employee bought $2,933 of ammunition even though WAPA employees don’t have government-issued guns… There were thousands of dollars spent on specialized weapons gear, including multiple $1,200 rifle scopes… Dozens of handwritten receipts – some for thousands of dollars, were submitted and approved… One employee bought himself a $14,000 ATV, Cloud said. Receipts show the employee spread the loan payments out over several months on his government credit card.”

Sounds a lot like 18 U.S.C. § 644  which prohibits persons who are not authorized depositaries of public money from knowingly receiving any such money or using, transferring, converting, appropriating or applying such money for any purpose not prescribed by law. Or in layman’s terms embezzlement.

Gabriel also allowed a hostile work environment to exist. WAPA’s chief of security, Keith Cloud, said, “the situation was harrowing due to a gun culture within the agency. As some employees began making threats ... [FULL]

How many MOC do you think are just as guilty as Mr. Gabriel?  My guess .... All Dems, and 75% GOPS. Too bad they're untouchable.

In fairness to the FBI, in response to their 1980 ABSCAM sting that nailed a passel of crooked congress critters, the ruling Democrats  cut the FBI's budget.  The agency got the message, which is why I reckon  when we saw the Drudge "FBI long suspected ..." we wondered who?  Ted?  Pelosi? Reid? Sanford Bishop? Jesse Jackson Jr?  Jesse Jackson Sr?  Allan Mollohan?  Charlie Range? Linda Sanchez? , Loretta Sanchez?  Pete Visclosky? ....... long list of democrats..

We’ve seen Solyndra, Inc. in the news.  The company was to produce green energy, and received hundreds of billions of dollars in US government funds.  Then they failed and went under.  They are not the first green “producer” to receive federal loans and then fail.  And then disappear, with money going who knows where.  This reminds me of the movie, later play, “The Producers”.

Max Bialystok, play producer, conned little old ladies of their money.  In fact, they were “oversubscribed”.  He then produced a lemon which closed the first night.  Bialystok kept the remaining money, and no investor asked for her share. 

The problem came when a bright accountant looked at the books, understood the scheme, and suggested doing the absolutely worst play ever.  “Springtime For Hitler” was impossible to make a success, and the oversubscribed donors were sure never to see their money back.  Unfortunately for the producers, it became an immediate smash hit, leading to discovery of the scam, and the next play they produced was in prison.

 Someone has looked carefully at “The Producers” and come up with the perfect scam.  They know the technology they are doling out funds for has absolutely no chance of success (and they know it).  “Springtime for Hitler” will never bight them in the butt.

Rodger, this is one of the many ways the Democrats have developed to loot the treasury.

Despite Democrat howls about "rigged machines" every time they lose an election, it is they who have scuttled every attempt to secure voting process integrity.   I suspect that any legislation that would safeguard voting machines would meet the same fate as voter ID.  Where pols once used walking around money to buy votes from registered voters, now billions of dollars are spent buying the votes of illegal aliens (who sometimes vote for other illegal aliens).

Absentee ballots for the military are routinely "lost" in states where democrats are at risk, but there is no accountability for those ballots  routinely "discovered" when a losing democrat demands a recount.  Yeah, the opportunity to cheat exists for both major parties, but the fact is that 100% of every major voter election fraud case in the past 1000 years has been perped by DemocRats.  In this coming election it's my feeling, and yours too if I'm not mistaken, that every democrat who wins election by a slim margin will have done so fraudulently.  It pisses me off.

Alaskans Standing Together, a Super PAC that takes unlimited contributions from any source, raised $805,000 in contributions from nine federal contractors, all of them Alaska Native corporations, and is spending its money—$595,000 so far—to support the state's incumbent Charlie Crist lookalike  Sen. Lisa Murkowski....


With a potentially competitive race developing back home in Minnesota’s 8th District, Transportation Committee Chairman Jim Oberstar collected a contribution from just one resident of the district between June 22 and Sept. 30, according to a federal election report filed Wednesday.

Jane Robbins of Pine City gave Oberstar $500 on Aug. 22.

Other than that, all of his contributions came from political action committees, Native American tribes or individual donors in other districts and states.  blah-blah-blah

ICELAND'S former prime minister Geir Haarde and three ministers could face court for the country's economic collapse.

A parliamentary commission has found they should be tried for the negligence that led to the country's 2008 banking and financial meltdown

If Iceland isn't actually considered European, it's a quibble.  Given the love affair Liberals have with Euro law then, this is an idea we (Americans and liberals) should be able to come together on    If we put on trial our leaders most directly responsible for causing the world's financial collapse, who do you suppose would find themselves on the dock?  Names like Bill Clinton, Barney Frank and Chrissie Dodd, are for-sure. Since the then Sen. Obama received more than $125,000 in "campaign contributions" from Fannie Mae and Freddie Mac, second only to Dodd, the Senate Banking Committee chairman, who received more than $165,000, he gets a nod too.  Europe doesn't use the death penalty, but we do.
