This news alert by "oy vey ole," in a comment, made my morning cup of wake-up coffee quite unnecessary.  Even for an administration as feckless as Obama's, this is staggering.  It covers all the feasances in a swoop - non-feasance, mis-feasance, mal-feasance, and screams "Impeach."

The only climate change Obama and pals need to fear is the political climate that's lead to the elections of NJ, VA and MA.
A hard rain's gonna fall Democrats. We've had enough of the idiot wind. And you won't need a weatherman.... OK. You get the idea.

I was told that the military side of DOD had no input. This was created entirely by the political appointees that infest DOD.
