Well except for the sharks, I kind of like the idea. Consider one of the problems for sea planes is they were limited by sea conditions, also a stable liquid landing media would enable heavy cargo aircraft to land on a ship regardless of sea conditions given sufficient size and stabilizers.
On top of that with the trend toward mixed crews you could get the girls inot bikinis!

And if you heat the water and pump air bubbles into it to reduce friction for take offs you'd have a sea going hot tub. Of course there would be the problem of keeping the Naval officers and their cabana boys out of it.
