It's semiphore for the letters N and D.
When I see someone wearing it I ask if they are trying to rid the world of nulear arms.

DonM, you are correct. It was also adopted as the symbol of international communism. When I was looking for a new car a couple of years ago, I caught a Honda commercial featuring 70s era demonstrators wearing that symbol. Naturally, I didn't buy a Honda.

Yes, that was their symbol but the goal of the British Nuclear Disarmament front was the unilateral disarmament of the West. They were not all that concerned about Soviet nuclear weapons.
