It's an honorific, not a title.
The US Constitution forbids the granting of titles.
And the honorific for the rank MajGen actually is General.
(What? Yeah, I'm a retired LtCol, but you use the honorific, Colonel. I worked so hard …)

That's a funny clip all right. Everybody wants respect deserved or not. The only respect I can offer the Senator is a choice of a hood or no hood when she hangs. And that's only because she's female.
