Strawman, small potatoes.
He won't be able to get Congress to legislate anything really drastic, so his real attack on gun owners will be through unelected bureacrats unleashed by an abdicated Congress whose idea of law is writing bills full of "as the secretary shall determine..."
Think EPA, OSHA, ATF and banning of certain metals (bullets) and compounds (powders, primers), onerous safety regulations and mounds of paperwork from multiple agencies at multiple locations with sequential waiting periods and intentional delays.
We aint't seen no infringement yet.

Of course it doesn't matter that all the recent mass shooters were Democrats and muzzies and many illegalities were involved in their obtaining and using their firearms.
I hope the ratbasterds choke on their wagyu and die.

Look for long lines at gun stores on Monday as sales go through the roof.

Obama will of course travel to his meeting with AG Loretta Lynch in an armored motorcade staffed by heavily-armed Secret Service agents. Heavily-armed agents will also protect Obama and Lynch as they discuss ways to circumvent the Constitution and keep American citizens from having access to guns.

Because taxing (money bill) requires Congressional action.
Captain Bullshit & Co. would love to do that, among other things, but I don't believe he could get that even from the RINO House, esp not in an election year.
What he can do is make life miserable for ammo and gun manufacturers through regulatory burdens and the associated expense, thus raising the cost of both guns and ammo. The many smaller companies who have blossomed in the past eight years won't be able to afford compliance staff and will vanish, just what he and the gun grabbers want.

Last nights news had a piece on anti-gunners taking action by divesting 401K stock in gun manufacturers. The funny thing is, a stock analyst stated that will only open up avenues for other investors in the market, as Smith & Wesson was up 130% this year. Gotta love the FREE Market! USA! USA! USA!
