Actually, NO:

When you read, "A well regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed,"

you should put it into more modern sentence structure...LEAVING THE WORDS EXACTLY AS THE ARE:

The right of the people to keep and bear arms shall not be infringed, a well regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed.

THEN, to make it a bit more READABLE, let me add a few prepositions:

"The right of the people to keep and bear arms shall not be infringed, BECAUSE a well regulated militia IS necessary to the security of a free state."

Historical research shows "militia" meant and *still* means EACH AND EVERY AMERICAN (capable of fighting).

SEE?!? THAT wasn't so difficult.

Penn is interpreting the 2nd Amendment in a completely different way.

His point is the Founders recognized the US would need a well-armed militia to repel foreign invasion in order to function as a secure country. Therefore, citizens must never be restricted from having weapons in order to defend themselves from that militia, in case it turned on the people.
