I'm sure the design for a V1 is public domain. The V2 is, some canadian was building one to get the x-prize we're talking basic machine shop welding and machining here.

Add a cheap GPS and RC plane hardware and you have a dirt cheap cruise missle.

You'll be able to ditch the expensive B-52 you want for something cheaper and just kick them out the back hatch.
