The answer is very simple.
100% voter ID.
Every voter shall produce a valid PHOTO ID to be allowed to vote.

They would still have i.d. factories, but the bet is there WOULD be less of them. The magnetic strips, or computer code strips, could help that a lot. Absolute agreement on the concept. No picky, no votey. It would help.

The essence of the problem is absentee ballots. That is where the fraud is. That is where the ballot box stuffing is done.

Deal with it the same way the PRI was finally put down in Mexico.
No absentee ballots except for diplomats and the military.
All voters get their thumbs painted, and have to provide ID. No ID, and you go into police custody.
The vote count at each precinct gets painted on the outside of the precinct voting station, and a photo of it goes on the internet.
If a re-count is done without all parties being allowed to supervise, the original count at the voting place stands.
The PRI attempted to get out of their loss by creating 3 million military ballots out of thin air ... it didn't fly. -

They have nothing on Washington State!
No need for *any* ID. They don't even ask for ID - much less proof of citizenship.
Mandatory mail-in Voting in 2 of the largest counties.
What could possibly go wrong?
We need 100% proof of citizenship on every vote at the ballot box. (and no mandatory mail-in voting
100% mandatory re-register every 4 years - in person (unless disabled). -

Mandatory reregistry every 4 years.
Mandatory photo ID. And I do not want to hear some rant about it being hard for "the poor". If they can get to the welfare office, they can get to a place to get an ID.
Showing of ID with current address at the polling station.
Dyed finger, Iraqi style. And if some fundie bitches about mark of the beast or some such crap: screw 'em. -

Oh, and one or two more things:
Ballots and instructions in English ONLY. Basic English is a requirement for obtaining US Citizenship, so there should be no complaints from REAL citizens.
