It's a bit hard to tell. If the palm is out toward the viewer, then it's the V for victory sign. If the palm is toward the person doing the signing, then it's the Brit version of the finger.

There is a third meaning of that sign: when the French - no offense Rodger - caught an English or Welsh archer, they cut off two fingers of their right hand to make drawing the arrow impossible. Unmaimed archers would wave those two fingers as if to say: "Up yours, Froggie! I still got mine and I am about to put a shaft up yours!"
