Lincoln was CLEARLY the first to violate the war powers act. Congress was not even in the picture.

War Powers Act made law in 1973. Bill Clinton was clearly the first when he murdered all those Christians in Yugoslavia and Barry the Cherry is clearly the second.
I think you're in the wrong century doood. G.D. public schools.

There was no War Powers Act, then.
My reading of the Constitution, the President already has the authority to put down a rebellion.
If Congress didn't recognize the CSA as a separate country, it wasn't a foreign war that needed declarin'.

Actually the War Powers Act clearly allows the President to conduct combat operations for up to 60 days without any Congressional authority the only proviso being that he has to inform Congress within 48 hours of the commencement of hostilities. If there is no Congressional approval within the 60 day period, troops must be withdrawn within the next 30 days. That's why Ford could send the Marines in to rescue the crew of the Mayaguez and Reagan could do the Grenada op without so much as a hat-tip to Congress.

To the idiot that brought up Lincoln, I'd like to know how he could violate a law that wasn't enacted until 98 years AFTER his death? Good Lord, I guess that recent report about how little Americans know about history understated the case.
