Obama has already built a tunnel from Minneapolis to Somalia. And another one from Mexico to Arizona.

He prob'ly just mis-read the TOTUS which said the Interstate Railroad.

He's just referring to Washington D.C.'s 14th St. bridge over the Potomac between Arlington and 14th St. NW. It goes from Mexico to Africa.
