A former resident of the Hoosier state, I was there when Dicky set up "CitiGov" which mushed Marion county government together with Indianapolis city government. Dunno if it was successful, but he was in charge...
That said, he's had 40 some years in Washington. They can and will get along without him. If he couldn't get his agenda done in that time frame, or if, in actuality, his preferred pony-to-ride to victory was hobbled by the changing nature of Missiles and Nuclear stuff, too bad. He didn't keep up, and kept blessing elections in other countries, like his compatriot-in-time, President Goober. Sen Lugar never met a foreign delegate he didn't like.
He also never stood up for anything.
I have to ask why he thought he was so important to the operation of the Senate that he should go back 15 years after he was eligible for Social Security. Most would retire with dignity instead of hanging on until their fingernails were torn from the doorjamb ignominiously{with disgrace}.
