I don't know about New Jersey, but around my part of Virginia, housing values are down 30-35% from their highs ~2007, and those highs were not driven by a speculation bubble like some places
That assessment statement is a naked money grab to compensate for a crashing economy and a tax base fleeing to friendlier places. They should have said "to lower assessments to the current housing values."
And there's also a big warning here: gun permits and registrations will lead to confiscation. Fight any kind of computer based registration data base tooth and nail, both locally and nationally. There are no "reasonable" gun control laws.
If the founders wrote "will not be infringed", there could be an interpretation of a suggestion or a possiblity or a negotiable point. The word "shall" was chosen for good reason: "shall" is an imperative, an absolute now and forever, making the whole phrase
"shall not be infringed" an imperative.

In my county, the assessor's office has delayed the scheduled property reassessment for eight years. Why? Because property values are down by as much as 50%, there is no appetite for tax increases, and lowered values would = a reduction of their (government) "income."
So tough toenails for us, the taxpayer. We can do with less, but the government cannot.
Another example of "heads I win, tales you lose." The bastards.
