The exact opposite Tom. The Church has been able to off-load its responsibilities to the poor, widows, orphans, etc through socialism. If the govt pays for those things, then the Church doesn't have to. From the Bishop's perspectives, it's a pragmatic approach, but also a cowardly and ultimately, an evil approach. It conflates our individual moral duty to be charitable (a good thing), with govt welfare programs (bad evil de-humanizing things)
