DC voting seat

Gone to Hell
I'm watching the news on D.C.'s channel 5, and here's pretty much verbatim what the news chick just said.

"With Democrats taking over Congress, it's looks the District will finally get the voting seat residents have wanted for so long. Utah, which votes Republican, will get a fifth seat to compensate for a census underreporting error."

Well isn't that just precious. That's not a question, but this is. Tell me if I'm wrong here, but can't that statement be deciphered to read,  "With Democrats taking over Congress, the Constitution is down the crapper?"

The way it was just reported makes it sound like a ''trade'' is being made. Utah gets a seat that's constitutionally mandated, while Democrats get a seat that cannot be created without amending the Constitution.  I suspect there will be one helluva fight over this - hopefully  knives and brass knuckles.
