A Superior Court judge gave Hartford police the go-ahead Thursday to arrest a woman who sparked outrage in the city's black community when she admitted she made up a story about being raped by a heavyset black man in Bushnell Park, police and court officials said. An arrest warrant was issued for the woman, who filed the report in November. In recanting her story, the woman, who is white, told police she had been raped - not by a black man in the park but by another man she knew in another location. Despite the criminal charge against her, authorities Thursday would not name the woman because they still believe she is a sexual assault victim whose identity is protected by the state's rape-shield law. Some criminal lawyers argued late Thursday that she should be identified, saying she lost protection when she filed a false report. Hartford police initially said they would not charge her.
