We should have that here in Page Arizona. At Safeway, there's this little drainoff thing, filled with grass. They're passed out there, and at the park, all year around. Why this place is a tourist destination and we let Navajo's sleep off their stolen boos downtown and ask for money, I'll never know.

Sorry, it angers meh.

I did a quick search, it is a concept to "raise awareness" (aka do nothing) about the homeless. The design concept gets praise. The is a day time photo as well.
