Contrived script, wooden actors, crappy camera work, lousy audio, no doubt paid for with taxpayer funds and contracted to a set aside vendor.
My BIL used to have a TV ad business with major league audio/video editing facilities and a sound stage where he shot quality stuff, like big budget ads for Toyota, Exxon and Chevrolet, but the biggest dollar volume came from the state of Marxyland and the city of Baltimore for training videos and ads for government programs. Then those two groups decided he didn't have enough minority employees - he only had three or four people altogether - and gave the contracts to a "minority owned" business. Turned out to be two black female lawyers who knew nothing about the business and didn't even own a personal video camera or personal computer editing software. They came to my BIL and asked him to do the videos for them. He told them to fuck off and closed his doors. Afterwords, what you saw above is the kind of tripe that came out of those contracts.

I know this will sound "RACIST", but I've been around long enough to notice that when federal dollars are being offered, there are a large number of black applicants. And I have also noticed that those applicants express a distinct attitude of entitlement even if they know nothing about the topic. (Pigford, etc.) Just sayin'.
