This clip from Aerial America's (Smithsonian) Maryland & Delaware posits that the positioning of the seat and government and a church  was an early declaration of separation of church and state.  These people never give up.  First, Maryland was, as were many of the earliest colonies, created for freedom of religion. Maryland was founded by George Calvert. When Calvert converted to Catholicism in 1625 it meant his disqualification from holding public office, but his friendship with King James remained.[13]Calvert had had an early interest in the administration of colonial affairs and petitioned James for a charter to provide a religious haven for Catholics persecuted in England as well as to extend the territories of the English Empire.
