You can thank Duterte for this. He's caved to Jihadist groups like Abu-Sayaaf and the Moro Islamic Liberation Front by giving them a stronghold area of autonomous rule in Mindanao. He'll routinely go after and murder drug dealers yet fails to protect the mainly Christian nation from the scourge of radical Islam.
