Rodger, I don't know much about the nuts & bolts of Blogs & How They Work, but it seems to me that you're using Blogger, not Google+, so hopefully this won't affect you.
As I write this, just above the comment text box is "Just type your name and post as anonymous if you don't have a Blogger profile." There's no mention of Google+, and I'm signed in through my Google account, which works fine with Blogger. I've never had a Google+ profile.
That message also talks about the "+1 Buttons" and "Google+ Share" but I don't recall ever seeing them here. I've no idea if your template is a custom Google+ one though.
I'm keeping my fingers crossed that you don't have to resume tearing your hair out quite yet! -
