German Environment Minister Sigmar Gabriel said on Thursday that if negotiators meeting in Bali, Indonesia, for U.N. climate talks fail to reach a consensus agreement on proceeding, "it would be meaningless" for U.S. President George W. Bush to hold separate climate talks among the world's major greenhouse gas emitters. Threatening not to send an EU official to the second meeting of Bush's parallel talks in January is all the European Union can do at this point to prevent the United States from taking the driver's seat in international climate negotiations.

The de facto negotiations are taking place between three major blocs -- the European Union, United States and China. The European Union needs a climate agreement, and it hopes to control that agreement by making it an extension of the Kyoto Protocol process. Since the union already has placed carbon restrictions on its economy, effectively decreasing its global economic competitiveness, it has interests in seeing the rest of the world do the same, primarily by getting all major economies to commit to legally binding reductions of their carbon emissions. Juice woke me up last night with this disturbing WaPost story -  Plan Uses Taxes to Fight Climate Change

John Dingell"I'm trying to have everybody understand that this is going to cost and that it's going to have a measure of pain that you're not going to like," Rep. John Dingell, who is marking his 52nd year in Congress, said Wednesday in an interview with The Associated Press.

Dingell will offer a "discussion draft" outlining his tax proposals on Thursday, the same day that President Bush holds a two-day conference to discuss voluntary efforts to combat climate change.

But Dingell, chairman of the House Energy and Commerce Committee that will craft climate legislation, is making it clear that he believes tackling global warming will require a lot more if it is to be taken seriously.

Well, this is what the climate hoax is about.  Fasten your seatbelts.

There's big news on the Al Gore front.
  1. China, a signatory to the Kyoto Accords, but exempt from greenhouse gas restrictions because it has an "emerging economy," is now the worlds biggest polluter, surpassing the United States.  I stumbled across the June 21 story by accident; it sure as hell hasn't made much news in this country, has it.?  Or maybe I've been asleep.

CHINA has overtaken the US as the world's biggest producer of carbon dioxide, the chief greenhouse gas, figures show.

The surprising announcement will increase anxiety about China's growing role in driving man-made global warming, and put pressure on politicians to agree to a global agreement on climate change that includes the booming Chinese economy. China's emissions had not been expected to overtake those from the US, formerly the world's biggest polluter, for several years.

But according to the Netherlands Environmental Assessment Agency, soaring demand for coal to generate electricity and a surge in cement production had helped push China's recorded emissions for last year beyond those from the US.
  1. This item is so ridiculous I had to read it three times, then check Onion to make sure somebody hadn't been fooled by one of their parodies.  Nope, these people are serious.

Human greed takes lion's share of solar energy

HUMANS are just one of the millions of species on Earth, but we use up almost a quarter of the sun's energy captured by plants - the most of any species.

The human dominance of this natural resource is affecting other species, reducing the amount of energy available to them by almost 10 per cent, scientists report.

Researchers said the findings showed humans were using "a remarkable share" of the earth's plant productivity "to meet the needs and wants of one species".

... The scientists, from Austria and Germany, who publish their results today in the journal of the Proceedings of the National Academy of Sciences, analysed data on land use, agriculture and forestry from 161 countries, representing 97 per cent of the world's land mass.
